Résumé:
This project addresses the implementation of Terrain and Obstacle Data (TOD) at Hassi
Messaoud Aerodrome (DAUH) in accordance with ICAO standards. TOD plays a vital role in
ensuring flight safety, precision in navigation, and effective risk management by providing
structured, georeferenced data on terrain and obstacles. Despite the availability of international
guidelines, Algeria lacks an operational model tailored to its national context. Through the use
of GIS tools—particularly QGIS—this work aims to develop a structured and reproducible
TOD model that can serve as a foundation for future national deployment. The project also
explores regulatory, technical, and organizational challenges, proposing a roadmap that aligns
with both ICAO requirements and Algeria’s specific needs. This study thus contributes to
modernizing aeronautical data management and enhancing civil aviation safety.
